Merritt T. (‘Terry’) Cooke has devoted his
career to building institutions and expanding programs and awareness in the
global arena. His work bridges the
perspectives of government, business and academe, with particular emphasis on
issues of globalization and on global dynamics of commercial and cultural
interdependence.
Terry is the Founder of GC3 Strategy (www.gc3s.com), an international market development firm focused since 2002 on
linking the U.S. Mid-Atlantic with emerging market opportunities in Greater
China (China, Taiwan, HK) and India.
From 2006 to 2008, Terry was Director for Asia Partnership
Development for the World Economic Forum in Geneva. Based with the Forum’s Centre for Global
Industries in New York, Terry worked on three continents and across the Forum’s
18 industry groups to design and implement closer engagement with Asian Global
500-level firms (having annual revenues of US $16 billion and above). Following his strategy and implementation
plans, the Forum is currently staffing a position in Tokyo to strengthen
partnership with Japanese firms in the financial services, information
technology and ‘sustainability industry’ sectors. Inaugurating implementation of this plan in
Tokyo, Forum founder Klaus Schwab presented Japanese Prime Minister Fukuda a
set of “CEO Climate Policy Recommendations to G8 Leaders” (signed by 100
Chairmen and CEOs) on June 20, 2008 while Japan hosted the annual G8 Summit Meeting.
Terry currently advises the Philadelphia Orchestra and the SMART
(‘Strengthening the Mid-Atlantic Region for Tomorrow’) S&T Authority. Prior to his work with the Forum, he advised
the University of Pennsylvania’s Lauder Institute (The Wharton School) and the
City of Philadelphia on global business outreach and served as a Senior
Consultant for the RAND Corporation. As a
Senior Fellow at the Foreign Policy Research Institute in Philadelphia, Terry is
currently piloting an Emerging Markets project.
His earlier FPRI research on cross-strait economic integration between Taiwan
and China led to invitations as an expert witness to the U.S-China Commission during
the 107th, 108th,
and 109th Sessions of the U.S. Congress.
During a fifteen-year career with the U.S. Foreign Commercial
Service (1988-2003), Terry held progressively more responsible positions at
U.S. Missions in Asia (Taipei, Tokyo, Shanghai) and Europe (Berlin), including
being the senior commercial representative of the United States in Taiwan and
Berlin and the deputy senior commercial representative in Tokyo. His work involved consensus building with the
ministerial-level in host countries; with the CEO-level in industry; and with
top-levels of the Executive Branch of the U.S. Government. This work required skills
in complex, cross-cultural decision-making: transactional skills in major
projects and in bilateral negotiations; policy and fund-raising skills in
organizing international conferences/events; and administrative skills in
managing substantial budgets and staffs.
Terry was nominated by the U.S Department of Commerce and the White
House to the Senior Foreign Service in March 2002 and was confirmed by the U.S.
Senate in June 2002.
Terry received his PhD (1985) and MA (1981) from the University of
California in the field of cultural anthropology following 30 months of
field-research in the Nepal-Tibet border region. He received his BA in 1976 from Princeton
University with a major in Comparative Religion. Terry has diplomatic proficiency in three
Asian languages and two European languages.
